Abstract
The article examines the problems of anti-corruption activity of public organizations in EU countries as well. The prerequisites for the formation and main components of the anti-corruption policy are analyzed. As a methodological basis for the analysis of the participation of civil society in anti-corruption activity, the concepts of collective action as an analytical construct that explains the functioning of civil society, as well as the model of universalism-particularism, which are relevant for the analysis of corruption and anti-corruption policy, are proposed in EU countries. The interaction of government, business and civil society structures is analyzed. The concept of «collective action» is related to the psychological concept of «collective action». Analyzed practices and main problems of participation in the fight against corruption.
